STARFLEET COMMAND OPERATIONS MANAUL

FOREWORD:

Many members choose the semi-military life of the Starfleet Command which is that part of Star Trek that we grew up watching on television and still do today.

Starfleet Command is the largest single military force in the history of the major interstellar powers. Established by the Articles of the United Federated Planets, Starfleet’s purpose is to provide common defense and security for the UFP’s member worlds, as well as to explore and investigate space. Constitutional safeguards exist to prohibit the illegal use of any Starfleet Command resource against one or more members of the UFP. The continued increase of Starfleet Command’s personnel, combat-ready ships and political influence within the UFP bureaucracy has strengthened the continued stability of the UFP.

Three lengthily and costly wars with the Romulan and Klingon Empires and the Borg Collective have proven the necessity of a strong defensive capability, which only Starfleet Command can ensure. Moreover, the presence of independent groups such as the Jem’Hadar, the Cardassians and the Borg requires that some force patrol these unstable locations. Clearly, Starfleet Command has sometimes been used to enforce UFP policy, such as the ban on Orion slave trade.

Advocates of a strong Starfleet Command point to the enormous sacrifices that Starfleet Command has made and continues to make for the security and well-being of the UFP. They also point out that the mix of non-Humanoid and Humanoid personnel in Starfleet Command deters any single power block or interest group gaining undue influence.

Starfleet Command is the primary peace-keeper and protector of the rights of the UFP and it’s member worlds. The official motto of the Starfleet Command Sector is: "We are the foundation of the future".

Please remember that the majority of the handbook is made up of guidelines and suggestions and not strict rules. When I come to a topic that is a strict rule I will place a ** at the beginning to denote the topic as such.

1:1 STARFLEET COMMAND ADMIRALTY

THE ADMIRALTY BOARD

The Admiralty Board of the UFP Starfleet Command is the watchdog of the Starfleet Command and is empowered to monitor and evaluate the rules, policies and regulations of the Starfleet Command. Their primary mission is to make suggestions for improvements when they detect something which needs to be modified or added to improve the efficiency of the Starfleet Command.

They are advisory in nature and administrative in effecting change for the better. When it is determined that an improved method of operation is found then the proposal is sent to the Fleet Admiral for review and then it is voted upon by the Admiralty Board with a 2/3 majority vote required to effect a change or addition. The Admiralty Board is composed of the Starfleet Command personnel holding any rank of Admiral. All personnel are appointed by the Commander of the Starfleet Command (Fleet Admiral) and once appointed may not be removed from that position by any authority. The Admiralty Board meets once a month on a normal basis. For more information on the next meeting time, Please contact the FAdm chief of Staff.

1:2 STARFLEET COMMAND FLAG STAFF

The Admiralty is divided into two main groups, overseen by both the Fleet Admiral and Vice-Fleet Admiral. Each group has a person responsible for it’s functionality. The Admiralty itself forms the Starfleet Command Headquarters. (SCHQ). Each Fleet position holds the corresponding chapter position in SCHQ. The following is a list of all the positions, as well as the official abbreviations which should be used for their titles.

All Flag Staff Officers will report by the 20th of each month to their Department Head and / or the Starfleet Academy Commandant (if they run a school for the Academy as most will) and / or the Chief of Operations. Reports will include any activities of their office, any developments and any schools taken and by whom. It is important to note here that an official report may be sent on a postcard if it is a short report or a report to report there is NOTHING TO REPORT THIS PERIOD. Failure of a Fleet Staff Officer to report three (3) times in a row, without good cause, will result in disciplinary action taken against that officer by the Fleet Admiral.

FLEET DIVISION CHIEF DELEGATION

A Fleet Staff Officer may delegate certain areas of his duties and responsibilities to other officers of his staff. Such as the area of reports and school operations. However, it will be remembered that such delegation does not alleviate the responsibility of the Fleet Staff Officer to make sure that the job gets done. The Fleet Staff Officer is ultimately responsible to the Fleet Admiral and Vice Fleet Admiral for the work to be done.

FLAG STAFF

Each Flag Staff Officer may request personnel to assist them in their duties. The Staff member may be a temporary assignment or a permanent post in that division. If the post is to be permanent it must first be announced to the Fleet and Vice Fleet Admirals for their information. A Staff member may also be active aboard a chapter unit of the UFP's Starfleet Command but it will be noted that the member's first duty is to their chapter duties. The size of the staff will be determined on an individual basis depending on the work load expected of the Flag Staff Officer.

FLAG STAFF CHAPTERS

All divisions may have chapters or ships under their authority that specialize in that area with the exceptions of the Tactical Operations, Special Services, Inspector General and the Judge Advocate General's office. These chapters will report to their respective Flag Staff Officer and the Chief of Operations as outlined in this handbook.

COMMANDER, STARFLEET COMMAND

FLEET ADMIRAL (FADM)

He is the commanding officer of Starfleet Command.. In day-to-day operations, he has the say in all matters. He can override any order from any department, with the exception of the Medical Department. The CMO can give him medical orders and have him put on leave for medical reasons. He reports directly to the President of the UFP. He files corporate reports for the SCHQ chapter. He can assign anyone he sees fit into any position, removing the current holder if necessary. He can relieve any SC member of duty on a temporary or permanent basis, as long as their duty affect SC as a whole. He himself can fulfill any duties he deems necessary.

CHIEF OF STAFF

The Chief of Staff reports directly to the Commander Starfleet, coordinates the Staff, jumps in, relays orders from the Commander Starfleet and executes and distributes all information from the Commander Starfleet to the correct Staff member.

FADM JUDGE ADVOCATE GENERAL

FADM JUDGE ADVOCATE GENERAL (JAG) *

He is SFC’s lawyer. He will assist any member who needs legal advice. He will do his best to resolve inter- and inter- chapter conflicts. The JAG will be responsible for arbitrating any disputes between chapters or individuals after receiving the data gathered by the Inspector General (IG). The JAG will be responsible for calling hearings to order and will serve as the officiating officer at trials by courts-martial. The JAG is to be notified of any disciplinary actions concerning a crew member or officer of any branch of the UFPs Starfleet Command. Because of the importance of this post the JAG must be very familiar with all publications, manuals and handbooks of the UFP and Starfleet Command. The JAG will report on a case by case basis to the Fleet Admiral who will then notify the Vice Fleet Admiral and the IG of any progress or results of a case. Judgments passed by the JAG will be reviewed by the Fleet Admiral and Vice Fleet Admiral for approval prior to being implemented.

INSPECTOR GENERAL

INSPECTOR GENERAL (IG)*

This post is a very real one since it entails investigating complaints from members of the Fleet and reporting on these complaints to the Fleet and Vice Fleet Admirals. It also entails that the IG also suggest a remedy for the complaint. The IG will accept and investigate complaints concerning the behavior of chapters and officers. The IG will investigate reports of wrong doing by chapters and officers. The IG will be assigned to an investigation in the event normal procedures for solving a problem are not adequate or the charges are serious enough where an official inquiry is warranted. The Fleet Admiral, Vice Fleet admiral, Judge Advocate General and Inspector General will discuss the situation and proceed from there. The IG will report directly to the Fleet admiral on cases he is assigned to investigate on a regular basis. The Fleet Admiral will then report to the Vice Fleet admiral and JAG on the investigation progress.

*ADDENDA TO THE IG AND JAG

Both the Inspector General (IG) and the Judge Advocate General (JAG) positions are not in the chain-of-command but both act as agents of the Fleet Admiral and Vice Fleet Admiral in resolving complaints and problems when normal procedures or dialog are not enough or when the problem is of such a serious nature that disciplinary actions must be taken. Both the IG and JAG posts are Fleet wide only and no equivalent exists aboard a ship. It is hoped that neither the IG nor the JAG services are required but these posts must be maintained to insure that should they be needed they are prepared to serve.

VICE COMMANDER, STARFLEET COMMAND

VICE FLEET ADMIRAL (VFADM)

He is second-in-command of Starfleet Command. He collects reports form the Director Of Ops and the Chief of Staff, compiles them, and goes through their recommendations and requests. The He then reports to the FADM and makes any requests he feels needed. He recommends all Fleet positions to the FADM. He can temporarily relieve any Fleet position. He himself can fulfill any duties he deems needed. In the absence of the FADM, he assumes command of both SCHQ and SC as a whole.

CHIEF OF STAFF

The Chief of Staff reports directly to the Vice Commander Starfleet, coordinates the Staff, jumps in, relays orders from the Vice Commander Starfleet and executes and distributes all information from the Vice Commander Starfleet to the correct Staff member.

LINE AND COMMAND POSITIONS

CHIEF OF OPERATIONS, STARFLEET COMMAND

CHIEF OF OPERATIONS (COPS)

He is responsible for the smooth running of the various chapters of SC. He coordinates with the Assistant Chief of Ops to help accomplish this. He collects ship/station reports, and summarizes them for the VFADM. He becomes the operational third-in command of SC and SCHQ. The Chief of Operations is the diplomat of the staff. He is available for the Commanding Officers of every chapter and all members. He will initiate the "connection" between chapters and members. He will act like the ambassador of the Staff. His role-play (RP) functions would coincide with real-life (RL) ones. In RP scenarios, he would command the Starship portion of Starfleet’s defenses. He needs to report to the VFAdm on a weekly level.

ASSISTANT CHIEF OF OPERATIONS

CHIEF OF STARBASE OPERATIONS (ACPS)

He is also responsible for assisting the Chief of Operations in the smooth running of the various chapters of SC. He coordinates with the Chief of Ops to help accomplish this. He will be in charge of special Starfleet Command Sector projects that will be given to him by the Chief of Ops. He keeps track of all people unassigned to any chapter, and therefore become members of SCHQ by default. He is to keep them informed, and try to get them into a local chapter if possible, or to help them form chapters of their own. If the Chief of Operations is unable to attend a function or event, the Assistant Chief of Operations can assume the duties of the Chief of Operations. His role-play (RP) functions would coincide with real-life (RL) ones. In RP scenarios, he would command the Starbase portion of Starfleet’s defenses. He needs to report to the Chief of Operations on a weekly level.

CHIEF OF FIGHTER OPERATIONS

CHIEF OF FIGHTER OPERATIONS (COFO)

He is responsible for setting up and controlling fighter squadrons of various vessels for SC. He sets their operational guidelines and instructs them. He is to assist the Assistant Chief of Operations with his duties as well as help design a program to develop to fighter squadrons. He is to work with the Starfleet Corps. of Engineers, Chief as well as other staffers in the production of manuals online or other in the area of fighters. His RP activities would include any fighter assaults that may be deemed necessary. He needs to report to the Chief of Operations on a monthly level.

STARFLEET GRAPHIC OPERATIONS

GRAPHICS DIRECTOR (SGO)

He designs and produces SFC graphics for certificates and logos and does the layout for such publications as the membership handbook and constitution. He also acts as consultant to chapters, sectors, and individual members seeking assistance in the development of their own logos and graphics. He needs to report to the Chief of Operations on a monthly level.

OFFICE OF FIRST CONTACT

FIRST CONTACT DIRECTOR (FCD)

This Office oversees the relationship between United Federated Planets Starfleet Command (SFC) and other organizations, such as Romulan, Klingon, and other fleet-style organizations. In addition, he oversees the recruiting efforts of the SFC. This Officer is responsible for both the recruiting and public relations functions of SFC It will provide initial information about SFC inquires. In the case of contact with other organizations, directing them to the appropriate UFP agencies for further assistance.

Member Recruiting shall be the primary responsibility of the local chapters and members, mainly by word of mouth. The Office of First Contact will advise local chapters where needed, and provide materials, and develop a uniform recruitment program for the SFC. The Office also publicizes recruiting and other SFC information in various local, national, and international fan related publications and other media.

One integral part of this Office is contact with chapters outside of SFC. Good relations with these independent chapters or chapters from other organizations can facilitate growth for SFC. These chapters may be encouraged to enter into our ranks, or to become dual affiliated with SFC. The acquisition of new chapters, and a program for allowing existing chapters to enter SFC is vital to this organization. He needs to report to the Chief of Operations on a bi -weekly level.

STARFLEET DIPLOMATIC CORPS.

CHIEF DIPLOMATIC OFFICER (CDO)

This Office will serve as the diplomatic arm of SFC. It shall serve as liaison with other organizations, assist the Office of First Contact will all first contact missions, and have the sole responsibility to negotiate activities between these organizations. This Office assists Tactical Operations as the role-play coordinator for the SFC and acts as the contact point for role-play scenarios, activities, and competitions with other Trek clubs SFC. This includes such "faux hostilities" such as diplomatic incidents, border skirmishes, and full scale war. All hostilities must be a form of "honorable combat" for role playing between species, with an accent on community service opportunities involving the whole organization such as blood drives, pop top collection, and coupon collection efforts. "Wars" do not have to be fought on the battlefield in the realm of Star Trek fandom!

These "conflicts" can lead to fun and charitable offerings, if properly coordinated. All negotiations for interaction must have the final approval of the Commander, SFC and the UFP President. He needs to report to the Chief of Operations on a monthly level.

CHIEF OF SECURITY OPERATIONS

CHIEF OF SECURITY (COSY)

In the Star Trek world, the Chief of Security Operations is responsible for meeting the Security, Intelligence and Special Capabilities need for all of Starfleet. In this role, he or she has access to all Security codes except those held by the Fleet Admiral or vice Fleet Admiral. He/she may view any file, log, report, etc. for Security reasons. He/she is responsible for supervising Security operations throughout Starfleet Command and may order various starships into battle to defend the Federation in role play.

As a member of the Starfleet Command Sector Command Staff, he/she designs and assigns Starfleet Security Codes for use by chapters. He/she oversees the following Staff: Intelligence, SEALs, Law Enforcement, Security Specialists, Judge Advocate General Corps.

The Chief of Security reports to the Chief of Operations and will maintain regular and frequent contact as directed by Operations policy and procedure. This contact will include both formal and informal communication and reporting. The position will also require record-keeping, administrative and creative writing skills. The Chief of Security should possess outstanding organizational and communication skills, as well as the ability to work discretely.

STAFF

DIRECTOR OF SECURITY SERVICES:

DIRECTOR OF SECURITY SERVICES (DSS)

The Director of Security Services will oversee the development of the Security Program in the following areas: Law Enforcement (LE), Security Specialists (SP) and Judge Advocate General Corps (JAGC). He/she is responsible for researching and developing materials related to the Security Services; assisting UFP members interested in exploring these areas; organizing activities related to these areas; and arranging for the development of publications about these areas. As these areas grow, this position will evolve into separate positions for each career area. It should be noted that each career area described below is fictional in nature and will not qualify an individual for "real life" service.

Law Enforcement Specialists (LE) are the Military Police for Starfleet. They enforce Federation law and Starfleet Military Justice on Starfleet posts and ships. LE also includes the Criminal Investigation Division, a "plain-clothes" detective force to investigate serious crime. In conjunction with Security Specialists (SP), Law Enforcement provides personnel for border patrol and customs operations and maintain the Starfleet criminal detention system.

Security Specialists (SP) act in a post- and ship-defense role. They serve as sentries for sensitive Starfleet areas; provide boarding defense and offensive capabilities; and in conjunction for the Starfleet Command Marine Corps, provide for the defense of Starfleet installations. SP's are responsible for the detention and security of Enemy Prisoners of War (EPW), and in conjunction with LE personnel, maintain the Starfleet criminal detention system. They also secure sensitive shipments, whether by surface or space transportation. In conjunction with Law Enforcement (LE) personnel, SP's provide manpower and support to border patrol and customs operations.

Members of the Judge Advocate General Corps (JAGC) provide qualified personnel to prosecute, defend and judge Starfleet Command personnel accused of crimes and infractions. Prior to applying, JAGC candidates should have already taken and passed Officer Candidate School and are expected to pass the Staff Officer Exam within one year of acceptance into the program. JAGC candidates will also be required to pass a series of examinations concerning UFP/Starfleet Command rules, regulations and procedure. JAGC prosecutors accept evidence provided by LE investigators and use that evidence to prosecute offenders. JAGC defenders represent the interest of any Starfleet Command member accused of crime or administrative infraction. Jurists are experienced JAGC officers who oversee the trial process, insuring that Starfleet Command and the Defendant are granted swift and equal justice before the law and the Starfleet Command Code of Military Justice. JAGC members also provide limited legal services to Starfleet Command personnel, including drawing up wills and powers of attorney for service members about to go on deep space duty; and providing assistance to families of deceased service persons in obtaining death benefits. This career area should not be confused with the Starfleet Command Judge Advocate General (SFC-JAG), who acts as an advisor to the Fleet Admiral.

The director reports to the Chief of Security and will maintain regular and frequent contact as directed by Security Division policy and procedure. This contact will include both formal and informal communication and reporting. The position will also require record keeping, administrative and creative writing skills.

SECTION 31 (INTELLIGENCE OFFICER)

CHIEF INTELLIGENCE OFFICER (CIO)

The CIO is responsible for the oversight of Starfleet Intelligence Operations. He/she will develop materials related to Starfleet Intelligence and assist members who are interested in this career area. The CIO position also entails other work, as well, unrelated to the fictional aspects of Starfleet Command Intelligence. The CIO may be directed by the Chief of Security to investigate any matter of concern to the SFC. The Fleet Admiral, Vice Fleet Admiral and/or Chief of Operations may also assign Intelligence tasks through the Chief of Security. In this capacity, the CIO will be granted access to privileged information and will be expected to engage any threats to the organization.

The CIO will be responsible for maintaining an accurate and updated list of science fiction/Star Trek fan clubs in the world. He/she may also be directed to provide more specific information on these clubs. He/she may be called upon to work with other Starfleet Command departments in obtaining, analyzing, interpreting and/or distributing this information.

The CIO reports to the Chief of Security and will maintain regular and frequent contact as directed by Security Division policy and procedure. This contact will include both formal and informal communication and reporting. The position will also require record-keeping, administrative and creative writing skills. The CIO must have outstanding organizational and communication skills as well as the ability to work with discretion. The CIO must be trustworthy and reliable, as he or she may be called upon to find or analyze information of a confidential nature.

STARFLEET SEALs

DIRECTOR, SEAL OPERATIONS (SEAL)

SEAL teams are highly trained, well-equipped and elite forces designed for long-range surface reconnaissance, Deep Enemy Area Penetration operations (DEAP), and other combat missions that require highly capable and lethal, but small, fighting forces.

Prior to joining a SEAL team, Starfleet Command personnel must have qualified in at least one other Starfleet Command career field, including but not limited to Security (Intelligence, LE or SP), Engineering, Science, Medicine or a command specialty. This is normally demonstrated by passing a course or set of courses in the Starfleet Command Academy. The Director of SEAL Operations is responsible for recruiting and training these teams; developing materials for interested personnel; assisting Starfleet Command members who are interested in the SEAL career area; and assisting chapters that want to set up their own SEAL operations.

The director reports to the Chief of Security and will maintain regular and frequent contact as directed by Security Division policy and procedure. This contact will include both formal and informal communication and reporting. The position will also require record keeping, administrative and creative writing skills.

TACTICAL OPERATIONS

CHIEF OF TACTICAL OPERATIONS (CTO)

He is responsible for the smooth operation of SFC’s role-play endeavors. He may utilize the UFP’s gaming source, DeltaGaming®, as he sees fit. He is in command of all role-play missions, and sees to their smooth operation. He is to help with the production of online and other format manuals to be used by the Fleet in RPG and for enjoyment. In RP, he could summon various ships and stations as the situation warranted, and in the absence of either the COPS or the CSBO, as the case may be. He will report to the Chief of Operations, Starfleet Command on the 20th of each month.

STAFF

GAME CONTROL OFFICERS

GAME CONTROL OFFICER (GCO)

Game Control Officers will assist the CTO in the actual development and production of each sim. These "Control Officers" will the main point of contact for all rules (engagement, etc…) allowing the sim to flow with the punches. They will assist the CTO in the development of all manuals for use in the sims and for the enjoyment of the SFC and the UFP. They will report to the CTO on the progress and conclusion of each sim that they conduct.

SIM PERSONNEL OFFICER

SIM PERSONNEL OFFICER (SPO)

He will tend to all fictional people as well as helping in the development of characters bios for real members of the UFP/SFC. He will assist the CTO and the Starfleet Surgeon General in the development of bio forms for the use in sims and other RPG projects. He will assist members of SFC and the UFP in the development of their character bios. He will work with the Chief of Computer Operations in completing the fleet personnel database. He will report to the CTO on the 15th of month.

RECORDS OFFICER (RCO)

He is in charge of keeping track of any personnel records, and any significant files or information that he may come across. He should have archives of all SFC sims, and have easy access to any information that may be needed. He is to keep a file on all monthly reports for the Chief of Operations as well as keep a record of all addresses (physical, cyber) on all Starfleet Command Sector personnel. He is to report to the Chief of Starfleet Operations on the 20th of each month.

STAFF

ASSISTANT COMPUTER OPERATIONS

ASSISTANT COMPUTER OPERATIONS (ACRO)

He is to assist in the keeping track of any personnel records, and any significant files or information that he may come across. He should be able to do research, or have it be conducted, to find any information which may be needed. He should have archives of all SFC sims, and have easy access to any information that may be needed. He is to keep a file on all monthly reports for the Chief of Operations as well as keep a record of all addresses (physical, cyber) on all Starfleet Command Sector personnel. He is to assume the duties of the Chief of Computer Operations, when asked by the RCO or Starfleet’s VFAdm. He is to report to the Chief of Computer Operations on the 15th of each month.

FLEET DATABASE OPERATIONS

DIRECTOR, FLEET DATABASE (FDO)

He is to assist the Chief of Computer Operations with the formation and maintenance of a fleet wide database that should hold all SFC information on every SFC member on file. He will also work with the Chief of Fleet Design Operations, in the collecting of all information reguarding vessel/station specs, class numbers and etc… He is to report to the Chief of Computer Operations on the 15th of each month.

STARFLEET COMMUNICATION

CHIEF OF COMMUNICATIONS (COC)

He is responsible for the bi-monthly publication of SC’s newsletter, which will include it’s electronic publication, posting to the Internet, and mailing. He is to have a list of all SFC e-mail addresses available. He is to assist the CTO whenever possible in the workings of IRC and gaming. He is to report to the Chief of Starfleet Operations on the 20th of each month.

ASSISTANT CHIEF OF COMMUNICATIONS (ACOC)

To assist the Chief of Starfleet Communications in the He is responsible publication of SC’s newsletter, which will include it’s electronic publication, posting to the Internet, and mailing. He is to have a list of all SC e-mail addresses available. He is to assist the CTO whenever possible in the workings of IRC and gaming. He is to assume the duties of the Chief of Communications, when asked by the COC or Starfleet’s VFAdm. He is to report to the Chief of Starfleet Communications on the 15th of each month.

CHIEF OF WEB OPERATIONS (CWO)

He is to assist the Chief of Starfleet Communications in all web based operations; such as list serves, web sites, etc…He is also to assist the Chief of Tactical Operations in the smooth running of all web based simms. He is to report to the Chief of Starfleet Operations on the 15th of each month.

COMMANDANT, STARFLEET COMMAND ACADEMY (SFAC)

Responsible for the administration of the academy, including listings of students and graduates. The Academy Commandant collects monthly reports from the College Directors which updates the followed courses. The Academy Commandant reports to the Chief of Operations of Starfleet Command (Monthly). Responsible for appointing College Directors, opening and closing of the colleges. Responsible for the lay-out and distribution of the Academy Application Form. The schools of fandom accomplish two objectives, first they make it fun since it gives the members something to do and secondly it makes it educational since the members learn more about their special fandom interest. His RP duties would be the guidance of all Starfleet Command Academy personnel.

STARFLEET SURGEON GENERAL

STARFLEET SURGEON GENERAL (CMO)

He can relieve any SFC personnel from duty due to medical reasons, including the FADM and VFADM. He may have to prepare a report as to why such action was taken. He is to advise as much of SFC as possible in First Aid and CPR. He should endeavor to have actual medical personnel in each chapter in case of emergencies. He should have material available for chapters to become more medically aware. He, along with his staff, should be prepared to deliver real-time medical help as needed. Although medical certification is not required to hold this post, it does help significantly.

STAFF

ASSISTANT SURGEON GENERAL

CHIEF OF CHAPLAIN/COUNSELOR CORPS (CCC)

While the CMO is concerned with the SC's physical well being, the CCC is concerned with it's mental well being. He may also have a staff, and shares a lot of responsibility with the CMO. He can relieve anyone from duty on the grounds of stress or psychological reasons. He also deals with spiritual matters and may try to help crew members as needed. He is to assume the duties of the Starfleet Surgeon General, when asked by the CMO or Starfleet’s VFAdm. He is to report to the Surgeon General on the 15th of each month.

MEDICAL VESSELS OPERATIONS

The Chairman of the Starfleet Science Directive is responsible for any on-going research and for initiating such research. Research may include getting information on a real time project, conducting it's own real time project or a role playing project. Because of the nature of this division the Chairman of the Starfleet Science Directive will need an active imagination to come up with projects for the science research ships and facilities. The Chairman of the Starfleet Science Directive will report to the Chief of Operations, Starfleet by the 20th of each month.

ASSISTANT CHAIRMAN OF THE STARFLEET SCIENCE DIRECTIVE

CHIEF OF EXPLORATION OPERATIONS (EXO)

One area that the Chief of Exploration Operations can work in is actual planetary exploration using information on various planets in our solar system that is available through NASA and JPL the Chief of Exploration Operations could keep a file on these as well for dispersal to vessels and officers.

The Chief of Exploration Operations will be responsible for keeping a file on all planets currently part of the UFP and to have that information ready for any officer or UFP member who has a need for it. Of prime importance are the planets of the members of the UFP that are not currently listed in Star Trek literature. The Chief of Exploration Operations is also responsible for generating exploration role play scenarios. During role play the Chief of Exploration Operations would coordinate with the Chief of Operations and Tactical Operations. The Chief of Exploration Operations will report to the Starfleet Science Directive by the 15th of each month.

ALIEN LIFE OPERATIONS

CHIEF OF ALIEN LIFE OPERATIONS (CAL)

An area that the Chief of Alien Life Operations can work in is the collecting of all information that is available on all star trek and other Sci-Fi alien life forms. The Chief of Alien Life Operations will keep a file on these for dispersal to vessels and officers.

STARFLEET CORP OF ENGINEERS CnC (CEO)

He is responsible for designs, both in the manufacture and archiving. He will keep a database of all current Starfleet and affiliated vessels. They will track "official" as well as chapter created designs. He can assist the CTO in setting up simulations according to ship size and armament. The primary function of the CnC of the Starfleet Corps of Engineers is two-fold. Administratively, he reviews all Starfleet Command vessels and stations for names and registry/NCC numbers. As well as helps members create new designs which will still fit within the well-organized world of Star Trek. He is to help the Chief of Operations, Starfleet and the Chief of Starfleet Communications in the development of manuals (on-line and other) for the enjoy of the membership. The CnC of the Starfleet Corps of Engineers will report to the Chief of Operations, Starfleet by the 20th of each month.

FLEET DESIGN OPERATIONS

CHIEF OF FLEET DESIGN (FLD)

Starfleet Command’s Fleet Design Operations is your gateway to the technologies of Star Trek. Its mission is to serve the "technical" information needs of SFC chapters and members. The primary function of the FDO at the departmental level is two-fold. Administratively, it is the agency that reviews all Starfleet Command vessels and stations for names and registry/NCC numbers. FDO is also a reference and research service specializing in the science and technology of the Star Trek Universe. If you have questions about warp cores or just how many transporters a Galaxy class starship has then FDO is the office t o ask; it has everything from antimatter to zenite. FDO is working on having comprehensive listings of over 4,100 station and vessel types in the Star Trek Universe, from the Daedalus to the Voyager. He is to assume the duties of the CnC of the Starfleet Corps of Engineers, when asked by the CnC of the Starfleet Corps of Engineers or Starfleet’s VFAdm The Chief of the FDO will report to the CnC of the Starfleet Corps of Engineers by the 15th of each month.

ADVANCED STARSHIP DESIGN BUREAU

CHAIRMAN OF THE ADVANCED STARSHIP DESIGN BUREAU (ASDB)

Star Trek fans are very creative. And part of that creativity is designing new starships, stations, etc. That's where ASDB comes in. The Bureau is here to help you create new designs which will still fit within the well-organized world of Star Trek. Thanks to both Paramount and lots of dedicated Star Trek fans, the hows, whys, and what knots of Star Trek engineering are well-understood, and the ASDB stands ready to help you make your new design work, and indeed, be one that we can add to our ever-growing sector of the UFP. The Chairman of the ASDB will report to the CnC of the Starfleet Corps of Engineers by the 15th of each month.

1:3 THE CAPTAINS COUNCIL

The Captains Council is made up of all Starfleet Command chapter commanding officers. Their responsibility is to oversee the rules, policies and regulations that pertain to the operations of UFP Starfleet Command Chapters.

They recommend improvements to said rules, policies and regulations when they determine a better way of doing something is in contrast to current rules, policies and regulations. These recommendations are made to the Commander of Starfleet Command (Fleet Admiral) who reviews the proposal and then puts it to a vote of all vessel and unit commanding officers. A 2/3 majority vote is required to effect a change in current rules, policies and regulations.

Each member who is a Commanding Officer is eligible for membership and must notify the Captains Council Chairperson to be appointed a membership and once appointed can only be removed when the member stops being a commanding officer. It is recommend that the Captain’s Council meet once a month throw the direction of the Chairperson.

STARFLEET COMMAND CHAPTERS

The UFP chapter is the basic organized unit of the UFP and as such represents the whole of the UFP within the chapters community of service. The local citizens judge the whole of the UFP by what the local UFP chapter does or fails to do. Therefore, the main mission of the UFP chapter is to boldly step forward within their community of service and show the citizens that UFP members are viable members of society who have fun with their fandom but also do good works for the community in which they live and work by becoming active with civic programs and community service projects which help the community.

**** PLEASE NOTE, RULE MODIFICATION:****

These rules may be modified within reason by the ship or facility Commanding Officer.

A) COMMUNITY SERVICE:

Ships and facilities are encouraged to participate in projects which demonstrate the ideals and philosophies of Star Trek. Such as, wildlife assistance or human condition betterment or medical research organizations. It is recommended that the ship or facility check into an organization they wish to assist to insure that it matches the ideals of Star Trek and the United Federated Planets.

B) COMPETITION AND COOPERATION:

Competition and cooperation between ships and facilities and any other chapter of the United Federated Planets is strongly encouraged. Repeated refusal of a Starfleet Command ship or facility to cooperate, respond or otherwise interact with another chapter of the UFP will be subject to review and recommendations by the Inspector General appointed by the Fleet Admiral.

2:1 MEMBERSHIP FEES:

Membership Dues are up to the individual chapter. In order for a ship or facility to operate it usually becomes necessary to collect membership dues. Monthly dues of 0.50 cents to $2.00 are not uncommon. This will facilitate projects and basic operating expenses of the ship or facility. If you belong to a chapter that enforces dues, you need to pay them to remain a member of that chapter. If you are unable or unwilling to pay, you may always request a transfer or become an Unaligned Personnel. Just contact SFC’s Chief of Computer Operations for the nearest chapter to you, or contact the Office of First Contact for information on how to start a chapter of your own!

3:1 RANK AND GRADE:

A) AGE GRADE:

Starfleet Command welcomes members of all ages. However, we recommend that only those of the age of 13 or above be allowed to become Officers, and only those of 18 or above to be allowed to be in the Line Of Command for a chapter. (i.e. CO, XO, or SO ( Capt., Exec. Officer, or 2nd Officer))

B) RANKS AND RATINGS IN STARFLEET COMMAND:

The primary rank structure used for the UFP Starfleet Command is that of the Star Trek: The Next Generation series. This runs from Recruit to Fleet Admiral. This does not say that a chapter or individual member cannot utilize the other Star Trek rank structures for their own ship, facility or individual usage, however, the records at the Starfleet Command Headquarters will reflect the member’s rank in the TNG equivalent.

C) RANKS OF OTHER BRANCHES:

Starfleet Command Marines have their own rank structure. Both services will respect the ranks and officers of the other.

D) RANK ASSIGNMENT AND PLACEMENT:

When a member of the United Federated Planets joins Starfleet Command or any Starfleet Command related branch he has the option of choosing which ship or facility he wishes to serve aboard. All attempts will be made to fulfill this request. However, in some cases it may not be possible to do this. Ranks will be assigned in accordance with promotional guidelines in this manual.

E) RANK INSIGNIA:

Rank insignia for Starfleet Command uniforms will be the proper rank insignia for the rank held by a Starfleet Command member. It will be of the proper style for the uniform worn. Example: TNG rank is not worn on a Original Series Movie uniform.

F) UNIFORMS:

Uniforms are NOT required to be an active Starfleet Command member.   If you do have a uniform this section will cover its wear. The uniforms to be worn are those depicted in Star Trek whether it be the Original Series, the Original Series Movies, The Next Generation or Deep Space Nine. The uniform should be clean, neat in appearance, in good repair and have all of the proper markings for that specific uniform. Remember, when we appear in public in uniform the people see Star Trek in us and we want our first impressions to be good impressions so others will be encouraged to join us and not avoid or ridicule us.

The vast array of Star Trek and science fiction uniforms and costumes, all of which are acceptable to the SFC makes it impossible to give a comprehensive list, so the following reference guides are suggested:

4:1 MEETINGS:

Meetings are normally the life blood of any chapter. Meeting should be fun, enjoyable, even educational at times. They should be membership driven. Meetings are encouraged for each chapter. Once a month is usually sufficient. Special Meetings may be called by the chapter CO in the event such a meeting may be deemed necessary for the good of the chapter.

A) DEPARTMENT CHIEF MEETINGS:

It is recommended that the Commanding Officer hold a meeting of all Department Chiefs at least once every two (2) months, where possible.

B) MEETING CONDUCT:

Meetings are to be called to order and during the business portion of the meeting a modified version of the Robert’s Rules of Order should be followed. Individuals will raise their hands to be addressed, upon recognition the member will identify himself by stating his rank, last name and duty position. The person being addressed is to be addressed by rank and last name, when possible. This will allow for a more orderly meeting and should enhance the feeling of actually serving aboard a starship. The individual member may address any other member at the meeting in the manner outlined herein.

C) MEETING DISCIPLINE:

Any person acting in a disruptive or insulting manner may be asked to leave by the most senior officer conducting the meeting. This holds true for ships, facility and departmental meetings along with regional, sector or Fleet wide meetings.

D) RULES GOVERNING ETIQUETTE:

Since it is a fact that the officers of the United Federated Planets Starfleet Command have worked hard to earn their rank, as you will someday, it only stands to reason that they be accorded proper paramilitary courtesy. It is therefore requested that you address officers above you in rank by their rank, example: you are talking to Commander Scott, YOU say "Commander Scott" or "Mister Scott" when addressing him. The same holds true for all ranks between those of Ensign Junior Grade and Commander.

It is NEVER proper to address an officer above the rank of Commander as MISTER. When in doubt, address an officer by his rank, that is never improper.

When a Flag Officer or Commanding Officer of a ship or facility enters an area, the person who notices him first will announce him. Example: The Fleet Admiral makes an appearance in a room, the first person seeing him will announce loudly "Admiral in the room" while coming to attention as does everyone NOT busy or the Commanding Officer enters the bridge and the first person seeing him announces loudly "Captain on the bridge" and everyone not busy will stand at attention until told to "carry on".

Female officers, unless the officer in question states her preference, is to be addressed by her rank or by Mister by a person of lower rank. Officers of a higher rank may also inquire as to the female officer’s preference.

Using an officer’s first name is permissible if consented to either verbally or by implication. The use of a "nick name" is done ONLY with verbal permission of the officer.

Noncommissioned officers and enlisted crew members will be addressed by their ranks or specialty by those of higher rank. Example: "Chief Specialist Russell" or "Tactical Specialist Speed" or "Recruit Spangler". A Warrant Officer may be addressed by the term "Mister". The crew members first name may be used by an officer above the rank of Lieutenant but otherwise would be improper.

NOTE: These rules apply only during a Starfleet Command function.

5:1 MISSIONS:

Missions are broken up into there different types: Community Service, Tactical, Fun. Even though missions are broken up they can and often will overlap types. The following are mission perimeters for each type.

A) Community Service:

It is strongly recommended that chapters of Starfleet Command become involved in the community in which they exist. Some ways your chapter may become involved are charity work for the poor and aged, disease foundations financial support, assisting with telethons on public television for exposure, working with local conservation and environmental groups, and so forth. Individual members not associated with a local chapter can also be very active in community service projects to project the image of STAR TREK in helping those in need of help.

B) Tactical Operations:

From time to time SFC will be participating in various missions, which will involve chapters as they are willing to participate. These missions will sometimes involve various members of the crew. Missions will mostly take place online via IRC chat and Delta Gaming ®. SC’s Chief of Tactical Operations is in charge of all mission scenarios.

C) Fun:

About 95% of all mission for Starfleet Command Sector fall under this banner. Missions form Ground Tactical Operations ( Water gun fights) to most Community Service like Blood drives and fund raisers can do have the element of fun with in them. The key phrase to these missions is to have FUN and lots of it!!!

6:1 COMMUNICATIONS:

UFP members like to communicate whether it be on the telephone, through e-mail, or by the old fashion way of writing letters. The Post Office, telephone companies, and internet providers just love us. UFP/SFC believes that an informed and communicating membership is an active and caring membership. We want you to know what is going on and to participate in it's many discussions. Members are encouraged to ask questions, make inquires, and share opinions with follow members and UFP and SFC officials. SFC does have some specialized communications. These are the Starfleet Command Newsletter, specialized publications, and the electronic internet services.

The Starfleet Command Newsletter - Every other month you will find in your mailbox the UFP newsletter "Subspace", on the months that you do not you will get the Starfleet Command Newsletter (if you do not receive your copy then please contact the Chief of Communications and tell him that you did not receive a copy). This is an "official" written publication of SFC. You will read about various activities and events within SFC such as chapter social events, projects, and community service functions. You might even get some ideas of activities that you might want to suggest to your chapter to do. You will also see articles about Star Trek. After all UFP/SFC is a Star Trek fan club. Finally, there is business to be discussed. This is where positions are advertised, new services are revealed, and SFC and UFP general policies are announced. If you like to write, draw, take pictures or know of something Trek related that you would like to share with your fellow members then submit articles, art work, and pictures. If you are not sure about something you want to write about, photograph, or draw then ask our Chief of Communications for submission guidelines.

Additional Publications - Specialized departments of SFC such as Tactical Operations, Starfleet Medical Operations and the Starfleet Command Academy publish additional manuals and course study materials. These materials are either free or have a modest copying and mailing fee. Often chapters will publish their own newsletters that give information about their local activities, events, and general information. You can contact a specific SFC department or specialized area for more information.

The SFC is currently working on getting more communications on-line. With list servers for the UFP (general), and SFC (Flag command, Capt.’s Council, and etc…) the SFC newsletter, like the UFP "subspace" is on-line for your enjoyment. Now you may think that because you don't have computer access you are going to miss out on valuable information. Even though we are technology oriented (anything to make the workload easier so we can have more fun and save money for more membership services) UFP/SFC still uses mail to distribute information. No one means of communication is preferred over another means. A good philosophy is whatever works to get the job done is the best means of communication to use.

A) REPORTS:

Reports inside a chapter are up to the CO. All COs must report to the Chief of Operations. These reports should be in by the 15th of the next month, unless the Chief has requested another date. Failure in reporting can lead to the CO’s demotion, and possibly adversely affect the Chapter’s Rating. Reports will include any activities of their office, any developments and any schools taken and by whom.

B) Logs:

Logs are recommended, but is up to the CO. The following are some guidelines for typical logs.

Logs can come in five types: Personal, Department, Medical, Office, and Ship/Station's. Personal Logs are filed to describe what has happened to that crew member. Department Logs are filed by the Department's Head, or whoever is in command of it. Medical Logs describe a crew member's condition, and are filed whenever you become sick or injured. Office Logs, such as Captain's Log or Chief Medical Officer's Log, are filed by the officer, even if they're Acting. ( In the absence of that officer's presence). The Ship/Station's Log can only be filed by the commanding officer.

C) STARDATES:

To simply the dates on all official Reports and Logs, it is requested that all dates be in the form of Stardates. With the advent of Star Trek, stardates have always been in question as to what are they and how are they used. It is requested that the following method be used when writing stardates. The style of (YYMM.DD) is the style that the command staff would like to see.

D) PROJECT APPROVAL:

All crew members need to go through their immediate superior officer to have departmental projects approved, then their superior officer will go to the ship or facility Commanding Officer for final approval. In most cases projects are approved and upon the Department Chief’s approval some projects may already be started. The ship or facility Commanding Officer MUST always be made aware of any and all projects going on aboard his ship or facility.

E) INTER-CHAPTER COMMUNICATIONS:

All Department Chief Officers or their assistants need to contact their departmental crew at least once a month between meetings or on a pre-arranged schedule.

7:1 PROMOTIONS:

The Commanding Officer of a ship or facility may at any time promote an individual at any time regardless of regulations. Usually a "Field Promotion" of this nature is earned for highly conspicuous performance of duty. This condition is called "Command Prerogative".

NOTE: ALL members who wish to be in the chain-of-command MUST be of legal age of accountability for their state of residence for legal reasons.

A) Inner-Chapter Promotions:

It is up to the CO to devise and utilize promotional guidelines within their own chapter. Only COs may promote or demote their members, up to the rank of Commander, or Senior Flag Commander for those COs who use that rank. Any promotion to the rank of Captain or higher should be requested by the CO to the Chief of Starfleet Operations. He will pass the requests up to the Fleet Admiral for final approval.

The Fleet Admiral can only promote or demote the CO directly. Any other changes to a chapter member’s rank must pass through their CO first.

B) Outer-Chapter Promotions:

If a person is a member of a chapter, but also working with a Fleet Department, they may be recommended for promotion by the Fleet Department Head. In that case, efforts will try to be made to contact the CO of the chapter they belong to.

C) Admiralty Level Promotions:

When someone gets appointed to the Admiralty board, they receive the rank of Rear Admiral by the FADM. Then, if they are negligent, they may be removed form their position and demoted to the same or lower rank then they originally held. If they continue to advance, they will be promoted all the way up to Admiral.

D) COMMENDATIONS:

Commendations are given for outstanding performance of duty above and beyond the normal call of duty. Commendations figure very highly in the promotion process.

E) PROMOTIONS PROGRAMS:

* Please note: The following programs are to be used at the choice of the Commanding officer of any Starfleet vessel and/or station.

E:1) PROMOTION CRITERIA FOR ENLISTED RANKS

Newly enlisted personnel shall be logged aboard according to their age level connected rank as displayed herein. No newly recruited person is to be awarded a rank above Midshipman. This does not include transferees from another UFP Starfleet Command ship or facility, subject to verification from the transferee’s former Commanding Officer.

The following are the new guidelines for rank assignment and obtainment for all enlisted personnel of the UFP Starfleet Command:

Recruit Ages birth to 5 years of age

Specialist 6 years of age

Specialist 2nd Class 7 years of age

Specialist 1st Class 8 years of age

Chief Specialist 9 years of age

Petty Officer 10 years of age

Petty Officer 1st Class 11 years of age

Chief Petty Officer 12 years of age

Warrant Officer 13 years of age

Warrant Officer 1st Class 14 years of age

Master Warrant Officer 15 years of age

Master Warrant Officer Of Starfleet ONLY one is awarded by the Admiralty Board

Any of the above steps may be by-passed (except for Master Warrant Officer Of Starfleet) by the ship or facility Commanding Officer should a crew member prove to have an outstanding performance record. Any of the above steps may be modified by the ship or facility Commanding Officer. However, if this occurs then the changes must be sent to Starfleet Command Headquarters for appropriate filing and recording.

E:2) MIDSHIPMAN AND CADET PROGRAMS:

The Midshipman Program is for those youth crew members who are 16 years of age to 17 years of age. The crew member goes through the enlisted ranks as prescribed above. Upon completion of the enlisted ranks the crew member is awarded the rank of Midshipman. The Midshipman has no command authority unless specified by his Department Chief. The Midshipman will be required to take the Starfleet Academy Officer Training Program Midshipman School within six (6) months of being promoted to the rank of Midshipman.

Upon enrollment in the Starfleet Academy Officer Candidate School the Midshipman will be classified as a Cadet-Ensign Junior Grade. Upon notifying his Department Chief of his receiving his OCS exam the Cadet-Ensign Junior Grade will be re-classified as a Cadet-Ensign. Upon completing the OCS and sending it back to be graded the Cadet-Ensign will be re-classified as a Cadet-Lieutenant.

The Cadet ranks are established to show all of the personnel of the UFP Starfleet Command that the crew member is becoming a full fledged officer. It is a sign of growth and development for that officer candidate.

E:3) PROMOTION CRITERIA FOR OFFICER RANKS:

Any person desiring to be promoted beyond the rank of Ensign Junior Grade MUST take and pass the Starfleet Academy Officer’s Candidate School.

A vessel Commanding Officer may promote their personnel up to one rank below their own rank and may set their own basic criteria. However, the Officer Candidate School and Line Officer School are required to be taken and passed prior to their respective ranks due to the higher level or responsibility and knowledge requirement for those ranks..

The following are the new guidelines for officer promotion and obtainment and serve only as a guideline for the vessel Commanding Officer:

Ensign Junior Grade Entry rank for personnel 18 years old or older

Ensign After passing Officer Candidate School and 2 months as an Ensign Junior Grade

Lieutenant Junior Grade After serving 4 months as an Ensign

Lieutenant After 4 months service as a Lieutenant Junior Grade

Commander After passing the Line Officer School and 6 months service as a Lieutenant Commander

Senior Flag Commander Appointed after 6 months service as a Commander

Captain After 12 months service as a Senior Flag Commander

Fleet Captain Appointed by the Fleet Admiral based on merit and duty performance

Commodore Appointed by the Fleet Admiral based on merit and duty performance

A Midshipman may be promoted above the rank of Ensign Junior Grade without taking Officer’s Candidate School, this is a "Field Promotion". However, the new Officer then has six (6) months to take and pass Officer’s Candidate School.

The above promotional guidelines are just that, guidelines. It is recommended that the ship and facility Commanding Officers substitute the time in rank with Promotion Points. However, it is further mandated that the educational requirements be met for each promotion indicated herein since this command feels that with higher rank there should be a higher working knowledge of the UFP and the Starfleet Command since the officers are the leaders of the UFP SC and they need to know all about the organization to be able to tell others about it when asked by a stranger seeking information. Anytime a crew member is promoted it should be reported to Headquarters.

F) THE PROMOTION POINT SYSTEM:

The promotion point system provides a guideline for awarding promotion points to UFP/SFC personnel who perform specific functions for their chapter, the UFP/SFC, their community and Star Trek fandom. The following is a simple guide that may be used (and is used on a regular basis) to award promotion points for active participation:

Department Chief records should be maintained by the First Officer who serves as the Department Chief of the Department Chiefs. The Commanding Officer maintains the First Officer’s records.

8:1 PROBLEMS:

A) Complaints:

Hopefully COs can solve any problems their members may find. If the member cannot find satisfactory help, they can use a couple of Fleet resources. For legal issues complaints, they can contact the JAG officer. For secure investigations, they can contact the Chief of Intelligence.

B) Discipline:

If your actions are unbecoming of a Starfleet Officer, then you may face various review boards or a Captain's Mast, as outlined in Starfleet Dynamics and other manuals. The CO may use their discretion as to the extent and use of these. But, please remember that we are a fan club, NOT the real military, please be kind and understanding when a rule is broken.

9:1 Departmental Duties:

The United Federated Planets and Starfleet Command understand the need for a set of guidelines for chapters department heads ( Eng., Sci., Med., etc…). So in order to provide each chapter as well as member a chance to outline their departments as well as give them choice between one and another, we have provide this section for your service. The section is divided into small (3-10), Medium (11-20), and larger (20 -up)chapters.

The following terms are to be used in all three chapter types: The vessel shall refer to the chapter. Commanding Officer shall refer to the chapter president. First Officer shall refer to the chapter vice president. Special activities refer to parties, conventions, cookouts and any field trips or away team missions away from the vessel. Projects refer to community service activities undertaken away from the vessel. Security Services refer to conflict intervention, insuring NO entry into unauthorized areas and other duties as may be deemed necessary by the Chief of Security or the Commanding Officer. Coordinates refers to work with others to insure the success of the endeavor. He, him and his are used to represent both the genders.

A) Small Chapters: (Please note that all Departments can be doubled up, meaning one officer for two or more departments.) Listed are the three main (needed) members of small chapter. All other department Heads can be filled in when needed.

COMMANDING OFFICER

Responsible for coordinating ALL aspects of the vessel. Prepare and distribute all vessel correspondence and reports other than the newsletter. Prepare the Commanding Officer report for the vessel newsletter. Conducts the day to day vessel business.

FIRST OFFICER

Supervises meetings when the Commanding Officer is absent. Assists the Commanding Officer with planning of meetings, special activities and daily vessel business. Prepare the First Officer report for the vessel newsletter. The First Officer serves as the Department Chief officer over all Department Chief Officers assigned to his vessel.

OPERATIONS MANAGER (CHIEF)

Prepares the personnel reports for the vessel newsletter. Prepares and maintains the vessels personnel files on the vessels crew. Notifies the First Officer when a crew member deserves a specific award and records the issuance of that award. Prepares and distributes the vessel newsletter and the new members packets for the vessel. Handles any correspondence members by maintaining an open communications with them.

B) Medium Chapters: (Please note that all Departments can be doubled up, meaning one officer for two or more departments.) The same three listed above are the main (needed) members of medium chapter. Most UFP / SFC chapters fall under this chapter size. Please use the Large Chapter department heads for a complete listing.

C) Large Chapters: (Please note that these are suggestions about department heads, if you have a system that is currently working for you, then please do not change!!!)

COMMANDING OFFICER

Responsible for coordinating ALL aspects of the vessel. Prepare and distribute all vessel correspondence and reports other than the newsletter. Prepare the Commanding Officer report for the vessel newsletter. Conducts the day to day vessel business.

FIRST OFFICER

Supervises meetings when the Commanding Officer is absent. Assists the Commanding Officer with planning of meetings, special activities and daily vessel business. Prepare the First Officer report for the vessel newsletter. Coordinates functions and activities with other vessels along with the Bridge Command Department. The First Officer serves as the Department Chief officer over all Department Chief Officers assigned to his vessel.

SENIOR BRIDGE COMMAND SPECIALIST

Prepares the Bridge Command reports for the vessel newsletter. Coordinates activities with other vessels along with the First Officer.

CHIEF ENGINEERING OFFICER

Prepares the Engineering report for the vessel newsletter. Assists with recruiting for the vessel. Coordinates the meeting area set-up and clean-up with the other Department Chief Officers.

CHIEF OF SECURITY

Prepares the security report for the vessel newsletter. Meets and greets crew members and visitors coming aboard the vessel for meetings, special events and activities. Provides security services at the meetings, special events and activities.

UFP STARFLEET MARINE CORPS ATTACHMENT OFFICER

Works closely with the Chief of Security to provide vessel security services. Reports to the First Officer on matters regarding the UFP Starfleet Marine Corps personnel attached to the Starfleet Command vessel.

INTELLIGENCE OFFICER

Prepares the intelligence reports for the vessel newsletter. Collects information on conventions and upcoming events to share with the crew.

SCIENCE OFFICER

Prepares the science report for the vessel newsletter. Coordinates fund raising and community service projects. Assists with planning and conducting special activities and projects.

CHIEF MEDICAL OFFICER

Prepares the medical reports for the vessel newsletter. Coordinates refreshments for meetings, special activities and parties. Sets up first aid training for the crew and provides first aid treatment at all meetings, special activities and parties. Conducts annual physical exams for all crew members. Assists with planning and conducting special activities and parties.

PERSONNEL OFFICER

Prepares the personnel reports for the vessel newsletter. Prepares and maintains the vessels personnel files on the vessels crew. Notifies the First Officer when a crew member deserves a specific award and records the issuance of that award.

COMMUNICATIONS OFFICER

Prepares and distributes the vessel newsletter and the new members packets for the vessel. Handles any correspondence members by maintaining an open communications with them.

D) Other Departmental information:

THE DEPARTMENT CHIEF OFFICER

The head of a department is the representative of the Commanding Officer in all matters regarding that department. He is responsible for and makes reports to the First Officer regarding the condition of his department. He will keep a record of his department members attendance and promotion requirements met and submit a written report of them to the Personnel Officer. He may prepare a monthly training session for his department personnel and submit a copy to the First Officer. He will constantly be aware of his crew members attitudes, morale, complaints and needs through good communications with his departmental crew. He notifies his crew members of upcoming meetings and special activities and logs the contacts in his log. He will promote teamwork, peace, unity and brotherhood within his department, throughout the vessel, the United Federated Planets and Star Trek Fandom.

THE ASSISTANT DEPARTMENT CHIEF OFFICER

The Assistant Department Chief Officer will assist his Department Chief Officer in the performance of his assigned duties and responsibilities. He will assume command of the department and perform all of the administrative duties of the Department Chief Officer in his absence from the meeting or other vessel activities. He reports directly to his Department Chief Officer except in his absence then he reports directly to the First Officer.

JUNIOR OFFICERS, NONCOMMISSIONED OFFICERS AND ENLISTED CREW MEMBERS

Active duty crew members will support the United Federated Planets, the Starfleet Command, and their vessel. They will support their vessel and department through active participation in them both. They will be encouraged to recruit their friends, school mates and co-workers into the UFP and their sector (Starfleet Command or UFP Starfleet Marine Corps). They will contribute ideas to their vessel newsletter by sharing their ideas with their Department Chief Officers. They will assist in money earning projects and community service projects supported by their vessel in their community. They will contribute items for food and clothing drives for the needy. They will attend away team missions, special activities and parties to share in the peace, unity and brotherhood philosophy of STAR TREK and the UFP. They will have a good time at any vessel function because that is why they joined the UFP and their vessel. They will abide by the vessel rules and regulations and those of the Starfleet Command while at the meetings, away team missions, special activities and parties, this is the tradition of Star Trek's paramilitary structure that is the operational aspect for the vessel and the Starfleet Command (the rules and regulations are designed to provide fun without injury). They will obey the orders of their superior officers and senior noncommissioned officers appointed over them while at any vessel or UFP or Starfleet Command function. They will promote teamwork, peace, unity and brotherhood for everyone. They will report any needs or problems to their Department chief Officer promptly. They will utilize the chain-of-command at all times.

10) CHAPTER TECHNICAL SPECS:

A) Do what?

To give SFC a more Trek feel, chapters like to pretend that they are either Federation vessels or installations. They will name themselves after vessels, starbases, and space stations seen in the Star Trek series or they will create their own names. After all, we've gotten to see only a small portion of the Trek universe so there is much room for creativity. These chapters have an unlimited choice of names and chapter types with a few exceptions that are reserved exclusively for UFPHQ use.

Fleet vessels are by far the most numerous within SFC. Some chapters are dreadnoughts, frigates, science vessels, scouts, freighters, tugs, command and control vessels, battleships, and exploratory cruisers. Chapters choose designs from the Star Trek series or in some cases they will design their own.

With the popularity of Star Trek: Deep Space Nine and Voyager, some chapters have decided to become starbases, space stations, shipyards, communications stations, research facilities, and even embassies and consulates. Chapters use designs from the series or they will design their own installations.

B) Helpful Hints

The ADVANCED STARSHIP DESIGN BUREAU will be glad to assist any chapter in selecting and submitting vessel and installation designs. Remember that Star Trek and Star Trek related designs and configurations are, for the most part, copyrighted and fully protected properties of Paramount Pictures Corporation, Viacom, Inc., Lincoln Enterprises, Inc., and/or the estate of Gene Roddenberry. UFP and/or SFC can not assume any responsibility for chapters who violate copyright, trademark, and patent laws. As a curiosity to the ASDB and other members of the Flag Command Staff, we ask that all chapters please give station/vessel specs to the ASDB when they first make them. You may always change them, but we need them for records.


11) Flag Officer's Guide

Overview: The purpose of this section is to familiarize the prospective and current UFP Starfleet Command Flag Officer with the procedures and methods of being a Flag Officer and to set forth a system of operating procedures. This guide is by no means    complete and will be subject to periodic updates and revisions as new information or situations warrant. 

FOREWORD:

If you are seriously interested in a Flag Officer position then please read this guide. Please be aware that often there is a lot of frustration along with great satisfaction in being a Flag Officer in the United Federated Planets Starfleet Command.

DEFINITION

Flag Officers are those officers of Starfleet Command who have been appointed to a position that carries Fleet wide responsibilities and privileges.

Flag Officers include officers at the rank of Fleet Captain and above and any officer regardless of rank who is in a Flag Position. Any officer in a Quadrant or Sector position is a Flag Officer. (Quadrants = Countries, Sectors = State or the equivalent of other countries other than the USA)

DUTIES

The Flag Officer has the responsibility of seeing to it that the area they are responsible for operates in a smooth and effective manner aboard all facilities and vessels of Starfleet Command and in many cases are responsible for developing and administering the Starfleet Academy School for their specific Fleet Division, such as the Starfleet Corps of Engineering Chief, would be responsible for the Engineering School along with helping vessels develop their Engineering Departments. They also develop the specific operating and administrative regulations for their Fleet Division. They are responsible for insuring their specific duties and responsibilities are carried out as agreed upon between them and the Fleet Admiral.

ELIGIBILITY

Flag Officer candidates may apply to any position that has a vacancy. Applications for filled positions are placed on file and considered as possible Assistants to current Operations Chiefs and as possible replacements should the need arise.

All Flag Officer applicants are reviewed and approved by the Vice Fleet Admiral and then forwarded on to the Fleet Admiral for final review and approval.

The final and most important eligibility is the willingness of the prospective Flag Officer to put in a lot of hours and effort to make his Fleet Department or Fleet Division work. At times this also means putting out personal funds for stationary and stamps.

If time and money are a problem for you then it is suggested that you not apply for a Flag Officer position.

REQUIREMENTS

All prospective and new Flag MUST take and pass the Officer's Candidate School, Line Officer's and Flag Officer's School,. These schools can be found on the UFP web page under "Officer Training Program". This includes all current Flag Officers in position.

Once an officer's application to a Flag Officer position has been approved by the Fleet Admiral he has four (4) weeks to take and pass the Officer's Candidate School. The Line Officer School and Flag Officer School are to be taken within the next twelve (12) months from accepting the Flag Officer position. Failure to take the above courses will result in dismissal from the Flag Officer position and reduction in rank to the rank held at the time of application. Flag Officers are encouraged to take other courses offered by Starfleet Command Academy but are not required to do so.

PROBATIONARY PERIOD

All new Flag Officers will undergo a period of probation of no less than six (6) months nor more than eighteen (18) months. Six (6) months being the norm. During the probationary period the new Flag Officer will be evaluated in the following:

Ability to work with other Flag Officers.

Ability to work with facility and vessel Commanding Officers.

Ability to report to his appropriate superior officer.

Ability to communicate needs and possible problems in his department or division regarding

Operating procedures or personnel problems.

Take and pass the required Academy courses as outlined above.

*****NOTE*****

Flag Officers experiencing personal hardships or problems may have the probationary period extended beyond the maximum IF they communicate that they are having a personal problem to their immediate superior officer. The Admiralty realizes that officers also have a "real life" and that performance of Starfleet Command and UFP duties may have to take a back seat until those problems can be straightened out. The Admiralty WILL NOT take any disciplinary action against an officer who is experiencing the aforementioned personal problems as long as an open line of communication exists.

REPORTS

Reports are due to the Vice Fleet Admiral no later than the 25th of each month or as arranged on an individual basis. Reports do not have to be lengthy documents filled with dry reading! A report can be placed on a standard postcard as long as it tells what the Flag Officer has been doing or to simply advise that he has nothing new to report. Reports are mandatory and are used to base future promotions upon.

FLEET DIVISIONAL DIRECTIVES

All Flag Officers in charge of a Starfleet Command Fleet Division are encouraged to issue their own directives concerning that division. EXAMPLE: The Starfleet Surgeon General would develop and issue directives on medical issues to the CMOs of all Starfleet Command vessels and facilities. All such directives must be reviewed and approved by the Fleet Admiral before being implemented.

FLAG OFFICER PROMOTIONS

Because of the different nature of each Fleet Division in the UFPs Starfleet Command promotions are given based on performance of duty. The harder an individual works and produces measurable progress on their Fleet Division the more notice will be given to that individual and the more notice the more opportunity for promotion.


12) THE GENERAL ORDERS OF STARFLEET COMMAND:

G.O.0: General Orders for the military/space branches of the UNITED FEDERATED PLANETS, STARFLEET COMMAND and all of it's affiliates, shall hereafter be written as follows: G.O. followed by a number.

G.O.1: No officer or enlisted person of Starfleet Command, or any of it's affiliates or divisions, may interfere with the normal development of a civilization. Regardless of it's culture, technology, cosmology or philosophies. This restriction applies to identification of self as a member of a technological advanced race. No advanced technology is to be demonstrated or used in view or perception of any individual of a less advanced civilization.  Violation of General Order One will result in immediate dismissal from UFP service and a fifty year (Terran Standard) sentence, without parole, on a penal colony.

G.O.2: No officer or enlisted person of Starfleet Command, or any of it's affiliates, may willfully inflict harm or injury on an intelligent being. Not even to save his/her own crew. Unless such action is warranted by G.O.1, or in defense of a willful act of aggression against an officer, enlisted person or another intelligent being.

G.O.3: It is the duty of any officer or enlisted person to employ all resources at his/her command to protect the lives of intelligent beings. Even though such action could place him/her or his/her vessel in danger. Inaction or failure to act under orders in obeying this order will result in the additional violation of G.O.2 and will result in a summary court-martial.

G.O.4: An officer or enlisted person of STARFLEET COMMAND will do his/her best to obey the orders lawfully given him/her by his/her superiors. Providing such orders do not conflict with G.O.s1,2, or 3.

G.O.5: An officer or enlisted person shall do all in his/her power to protect the security of the UNITED FEDERATED PLANETS, it's member planets, individuals of member planets and it's agents including STARFLEET COMMAND and it's affiliates. Providing such action or orders for such action do not conflict with G.O.s1,2,3 or 4.

G.O.6: The request for emergency assistance from Starfleet citizenry demands the immediate and unconditional priority of any and all personnel within responding range to the emergency.  This order includes any and all space vessels, military or civilian. Unless the vessel or individual is in a tactically comprised situation that cannot be avoided.

G.O.7: No vessel, military or civilian, will be permitted to visit the planet known as TALOS IV. To do so carries the penalty of death. This order will stand even in the event of an emergency.

G.O.8: No vessel of the United Federated Planets is to be permitted to enter the ROMULAN STAR SYSTEM or the THOLIAN ASSEMBLY. Unless approved by both the UFP and the system in question through a treaty or unless warranted by G.O.s 1 through 5. General Order was modified in 2297: "Klingon territory" removed

G.O.9: No vessel, military or civilian, is to be permitted to visit any planet or stellar system that has been declared to be under quarantine or cultural embargo by the United Federated Planets Council or by the Starfleet Command Medical Operations most senior representative or it's orders.

G.O.10: A Starfleet Command officer or enlisted person is responsible under the laws and regulations of the United Federated planets, it's member planets and it's agents including Starfleet Command, and is subject to local planetary or stellar system laws and governments, lawfully in power. This includes any disciplinary actions brought about by the violation of such laws by a member of Starfleet Command, it's affiliates or any other individual or agency of the United Federated Planets.

G.O.11: Starfleet Command officers with the rank of Captain or higher are granted full authority to act as ambassador on behalf of the United Federated Planets. As such they are empowered to enter into treaty negotiations on behalf of the United Federated Planets within the approved guidelines set forth by the UFP. All such negotiations are subject to the approval and ratification by the UFP Council.

G.O.12: Officers and other personnel of the United Federated Planets may cross the Neutral Zones imposed by treaty ONLY if such action is required to save the lives of UFP citizens that are going about their lawful business and only if they are not in direct control over their own actions.

G.O.13: As long as an officer or enlisted person wears the uniform of Starfleet Command, or any of it’s affiliates, he/she shall not give aid or information, nor otherwise assist the enemies of the UFP. Such aid and assistance being considered as such to include the dispersal of information that may harm another UFP planet or individual. Other aid as governed under the codes of common decency may be given, such as medical aid.

G.O.14: An officer or enlisted member of Starfleet Command, or it's affiliates, will not act or conduct oneself in an unseemly, disorderly or annoying manner. Nor in a manner that could be offensive to other intelligent beings.

G.O.15: An officer or enlisted member of Starfleet Command, or it's affiliates, may be relieved of duty and  responsibilities, if found physically or psychologically unfit by the ship's/facility's most senior medical officer or the medical officer deemed as Chief Medical Officer by Starfleet Command. Any officer, including those of the rank of Captain or higher may also be relieved of duty by a competency review board. Such board to be composed of no less than three officers of command grade.

G.O.16: An officer or enlisted person may be tried and sentenced by a courts-martial board composed of not less than three officers of command grade for crimes committed in violation of Starfleet Command General Orders or United Federated Planets laws and mandates.

G.O.17: In the absence of the Commanding Officer of a vessel or facility, or if he/she is killed or incapacitated in any way, or deemed unfit for command, the highest ranking officer present shall assume command, even if that officer is not of the vessel's/facility's regular compliment.

G.O.18: It is forbidden for an officer or enlisted member of Starfleet Command, or it's affiliates, to instigate or in any way participate in any form of mutiny or treason against a senior ranking officer or the governing body or members of the United Federated Planets.

G.O.19: Any officer or enlisted person in all branches of Starfleet Command, or it's affiliates, is prohibited from using any mood altering substance while on active duty or during alert status, or in a quantity deemed excessive, including any substances that may affect the motor reflexes and normal responses from an individual. NOTE: This does not include, with some exceptions, substances prescribed as medications by a qualified medical officer. Restrictions of the effects of the medications will then apply.

G.O.20: All Starfleet Command personnel are empowered to arrest, have arrested and arrange for a legal hearing of any owner, captain or operator of a space vehicle that is being operated in an unsafe or hazardous manner, or in a manner unlawful by the conventions and laws as laid down by the Council of the UFP.  Should such actions be required by an enlisted individual, he/she must seek out the most senior officer of the nearest Starfleet Command vessel or facility and turn the offender over to the appropriate officer.

G.O.21: No vessel of United Federated Planets registry will be permitted to transport any substances, trade goods or arms that have been deemed as contraband by the UFP Council. Starfleet Command officers are empowered to take appropriate measures to insure compliance with this order.

G.O.22: When a Starfleet Command vessel or any other vessel contacts a planet not making normal progress or a planet and culture that is controlled by forces not indigenous to that planet then a Starfleet Command officer may take such action as to bring that planet back to it's normal development. Misuse of G.O.22 incurs the same penalty as G.O.s 1 and 2.

G.O.23: The destruction of intelligent life is permissible only to prevent the violation of G.O.1 and only as a means to prevent such violation or as a self protection in the event the life form destroyed acted in a hostile manner.

G.O.24: The destruction of all intelligent life on a planet's surface is permissible and warranted only in cases of gross violation of G.O.1 by the inhabitants of said planet and such action may be ordered only by a command grade officer or higher. Said officer assumes sole responsibility for this order and any misuse of G.O.24 incurs the same culpability as G.O.1.

G.O.25: On the approach of ANY vessel where communications have not been established a starship is to assume alert status but should not raise defensive shields unless the approaching vessel clearly displays hostile intentions.

G.O.26: No member of a ship's compliment or other ground based installation can be held directly accountable for the actions of their superiors. Similarly, no member of a ship's company or other Starfleet Command personnel will share disciplinary measures taken against their Commanding Officer(s) if said individuals were not directly involved in the actions leading to disciplinary measures. This order extends to conditions involving proven violations of the Prime Directive, where proof of such violations exist.

G.O.27: No member of Starfleet Command shall be required by the assignment of standard duties and responsibilities to undergo extended separation from his/her family if family members can be reasonable provided for aboard ship or as part of an existing Starfleet Command installation.

G.O.28: No officer of command rank shall be removed from command status unless such action has the complete and unqualified agreement of at least three senior officers present. Whenever possible, such officers shall include the ship's First Officer, Chief Medical Officer, a Ship's Counselor and one junior officer of command station

G.O.29: The primary responsibility of the commander of any Starfleet Command vessel is the welfare and safety of his/her crew, including any civilian members of the ship or installation's compliment. No action may be taken that creates an unwarranted threat to the safety of those individuals under the officer's charge except in the line of duty and when otherwise unavoidable.

G.O.30: Starfleet Command recognizes the right to each ship commander to interpret the specifications of the Prime Directive as he/she sees fit, consistent with the conditions of other existing general orders in effect, and based on circumstances that may arise in dealing with newly discovered sentient races.

G.O.31: The conditions and specifications of the Prime Directive shall henceforth apply to all sentient life forms discovered, be they of natural or artificial origin.

Omega Directive

The omega particle, given its potential destructive nature towards subspace, is a threat to space-fearing civilizations throughout the galaxy. For this reason, any and all omega particles found by Starfleet must be destroyed. This Directive comes before all other, including the Prime Directive.

When contacting a planet making normal progress toward a free and united society, a Starfleet officer shall make no identification of self or mission; No interference with the social development of said planet; No reference to space, or to the fact that there are other worlds or more advanced civilizations.


13) STARFLEET COMMAND REGULATIONS:

Issued on 9405.12

The purpose of these regulations is to provide basic operational and behavioral guidelines for the members of the Starfleet Command of the United Federated Planets. It is concise and covers many aspects that may be encountered while a members attending an official chapter meeting, party, special activity or an Away Team Mission to other locations while under the command of the Starfleet Command of the United Federated Planets. If there are any questions concerning these regulations they should be addressed to the Office of the Fleet Admiral; Starfleet Command; United Federated Planets.

The articles will be coded with SCR plus a number. The SCR stands for Starfleet Command Regulation and the number is the number of the regulation.

SCR1: We will uphold and support the international organization known as "United Federated Planets" by constantly recruiting new active duty members for the Starfleet Command.

SCR2: We will be aware of and operate our chapter as prescribed by the rules, policies, Constitution and regulations of the United Federated Planets Starfleet Command at all times.

SCR3: We will promote and uphold the concepts of peace, unity and brotherhood that are projected and enhanced by STAR TREK in all our dealings with fellow terrans and other life forms.

SCR4: We will NEVER do anything that would bring shame, discredit or dishonor by our acts, deeds or words upon the United Federated Planets, Starfleet Command, STAR TREK, our chapter or any other chapter of the UFP or any other STAR TREK fan club at any time. Any violation is specifically punishable under SCR26.

SCR5: We will meet once a month to conduct a regular chapter business meeting and to discuss STAR TREK happenings. We may also engage in other STAR TREK related activities at the meetings at the discretion of the membership.

SCR6: We will engage in community service type projects when the opportunity arises to perform these services. These will be done at the agreement of the chapter membership.

SCR7: We will prepare and submit monthly status reports to Starfleet Command Chief Of Operations informing him of our crew compliment, chapter meetings, any needs, any problems and any other chapter activities. These reports will be prepared by the chapter Commanding Officer or his designate in accordance with Starfleet Command rules, policies and regulations and so submitted. One copy will be posted on the chapter information board for the inspection of the membership.

SCR8: We will attempt to design a program for each individual department within the chapter so the Department Chiefs can make a training plan for their members at each meeting to keep their members up to date on technological advances in their departmental interest areas. The programs should be informative and enjoyable for all of the departmental members.

SCR9: We will establish primary departments in command, science, medical, bridge command, engineering and security with secondary departments in crew master, marines, intelligence, diplomatic corps, fighter operations and computer Operations to accommodate all of the members of our chapter.

SCR10: We will support and actively participate in the Starfleet Academy educational programs by enrolling in and completing those courses we require to obtain our goals as active duty Starfleet Command officers.

SCR11: All adult incoming personnel will be assigned the entry rank of Ensign Junior Grade and all incoming non-adult personnel will be assigned the rank for their age group. The promotional requirements will be followed by all personnel of the Starfleet Command in the area of Starfleet Academy requirements. The time in rank can be modified by a chapter Commanding Officer to accommodate the utilization of the Promotion Points System for promotions. Care should be taken to allow a gradual rise in rank to prevent "topping out" too quickly.

SCR12: All members will be required to complete the Starfleet Academy Officer Candidate School to be promoted to the rank of Ensign. A photocopy of the diploma will be required as proof of passing and will be submitted to the member's Commanding Officer for inclusion in his personnel files.

SCR13: Since the Starfleet Command of the United Federated Planets is founded on the paramilitary structure of Star Trek all active duty members will use appropriate military decorum and professionalism while at a chapter meeting, party, special activity or Away Team Mission.

SCR14: The Department Chiefs will prepare and submit a written monthly status report to their Commanding Officer as prescribed by their Commanding Officer. The report should contain current membership, training topics discussed at the departmental meeting and any needs or problems within their department.

SCR15: The Commanding Officer and First Officer should conduct monthly staff meetings with the Department Chiefs and their assistants to discuss, plan, formulate and implement chapter policies, parties, special activities, community service projects, and Away Team Missions. These meetings should be a very important part of the chapters operations.

SCR16: Each chapter should formulate an attendance standard for their members to abide by and to adopt a reward and punishment system to accommodate the standards of attendance since attendance can make or break a chapter in any organization.

SCR17: Each Department Chief should prepare an article for the chapter newsletter, if the chapter has one, and submit it to the newsletter editor when so required. Chapter newsletters can be very important to a chapter in keeping the members informed on chapter happenings.

SCR18: Each chapter should function as a Star Trek fan organization and promote Star Trek fandom throughout their community. They should continue to grow in Star Trek knowledge and fandom. The should strive for the goal of growing in membership while providing a home chapter for all interested Star Trek fans.

SCR19: We will actively support all Star Trek fan club chapters in any way we can whether we are called upon for assistance or not. Our support should be in the areas of moral support or active participation support, whatever is required. We want all other Star Trek fan clubs to know the UFP Starfleet Command upholds the ideals and philosophies of Star Trek all of the time and for everyone.

SCR20: NO ALCOHOLIC BEVERAGES OF ANY TYPE will be brought to or consumed at any official UFP Starfleet Command meeting, party, special activity, community service project or Away Team Mission by any UFP Starfleet Command member or guest, nor will anyone attend under the influence of alcoholic beverage or drugs. This is in accordance with Star Fleet General Order 19. Also just think what the headlines would look like in the newspaper "Trekkie Drunk Driver Kills Family In Drunk Driving Accident", NOT TOO PRETTY!!

SCR21: It is forbidden for an Officer or any other crew member to instigate or otherwise participate in mutiny against a superior officer of a Starfleet Command chapter regardless of the actions of said superior officer. Any such action will be punishable under SCR26.

SCR22: The Commanding Officer is empowered by Starfleet Command regulations to make all decisions regarding all aspects of his chapter's operations. The Commanding Officer is, therefore, solely responsible for the activities and status of the chapter.

SCR23: All officers of a chapter must be registered active duty members of the UFP Starfleet Command prior to being appointed an officer's rank.

SCR24: Chapters of the UFP Starfleet Command may charge an annual chapter registration fee, if they so desire to do so, but they will be responsible for maintaining financial records in the event the IRS decides to audit their books should they exceed the non-profit status margin set by the IRS. The UFP shall charge only 3 standard postage stamps for life time membership on a one time only basis upon joining the UFP. All other services will be provided on a pay for expenses only basis.

SCR25: When an enlisted man or officer breaks a rule or regulation, or is negligent or non military in conduct, he/she may be placed on report by a superior officer. This means that the person must appear before the chapter Commanding Officer at a specified time for disciplinary actions. That is, the person must appear at CAPTAIN'S MAST. The Commanding Officer of a vessel or facility is authorized to assign certain punishments for minor offenses. These punishments include:

1. Loss of promotion points up to 15.

2. Extra duties at a certain special activity or party.

3. Reduction to the next inferior rank or grade.

This is in accordance with Starfleet Academy Training Command, Command And Operations, Line Officer Requirements.

SCR26: For an enlisted man or officer whose offenses warrant more severe treatment, the Commanding Officer may convene a SPECIAL COURT-MARTIAL. It is composed of three officers, if the accused is an officer, or two officers and one enlisted man, if the accused is an enlisted man. If the accused is an officer, one of the designated judges must be of the same rank and one must be higher. A Special court-martial has the authority to try any member of Starfleet Command for any offense. Prosecution and defense counsels will be appointed by the Commanding Officer, in concert with the Judge Advocate General. Punishment given by a Special court-martial can be as light as a Captain's Mast or as severe as the following:

1. Loss of up to all promotion points earned.

2. Reduction of two (2) ranks or grades.

3. Bad Conduct Discharge from the UFP Starfleet Command.

This is in accordance with Starfleet Academy Training Command, Command And Operations, Line Officer Requirements.

SCR27: Any member of the UFP Starfleet Command may contact the Fleet Admiral if they have a problem with the chapter Commanding Officer that is not resolved to their satisfaction through a meeting with the chapter Commanding Officer. However, it is best to resolve problems at the lowest levels, if possible. However, the Fleet Admiral will always be available to assign a case to the Inspector General should the need arise for investigation.

SCR28: Any crew member who hears a rumor should immediately contact their Commanding Officer so the rumor can be converted to fact. Rumors are bad and should be deflated immediately.

SCR29: No crew member of the UFP Starfleet Command should openly discuss the shortcomings or faults of any other crew member while on duty status at meetings, parties, special activities, community service projects or on Away Team Missions. Violations can be punished under SCR25.

SCR30: The Commanding Officer is empowered to operate his/her chapter in any manner he/she chooses so long as the methods of operation do not conflict with any portion of the rules, policies, regulations or Constitutional articles of the UFP and Starfleet Command.

SCR31: The Commanding Officer, as the paramilitary "Commanding Officer" of his/her chapter, is empowered to promote any active duty member to any rank up to the rank of Senior Flag Commander. The Commanding Officer is also empowered to demote any active duty member within the same range. The Commanding Officer must be prepared, however, to justify his/her reasons for the demotion to the Fleet Admiral. The Commanding Officer may not promote any active duty member above the rank of Senior Flag Commander without the approval of the Fleet Admiral.

SCR32: The Commanding Officer may not refuse a member's transfer to another chapter. He/she may, however, refuse an intra chapter transfer. However, refusal may have to be justified to the Fleet Admiral should a complaint arise from said refusal.

SCR33: The Commanding Officer may not use his/her authority as "Commanding Officer" to interfere with a member's personal life or to make unreasonable demands upon a member. This is known as the "Non-Interference Clause".

SCR34: In the event a meeting, party, special activity, community service project or an Away Team mission must be canceled due to dangerous driving conditions it shall be the responsibility of the Commanding Officer to notify the Department Chiefs so that all of the chapter's members may be notified of the cancellation. If any member feels that these dangerous driving conditions exists they are to contact the Commanding Officer as soon as possible so a command decision may be made on the road conditions. Time must be allowed for the notification calls to be made to the members. It is not the intent of this regulation to cancel a function for a light snow fall, drizzle or light rain fall but only when road conditions are deemed to be too dangerous for safe vehicular travel. Cancellation of a function can only be accomplished by the chapter Commanding Officer.

SCR35: Due to recent findings concerning "second hand smoke" it has been determined by this command that smoking at official UFP Starfleet Command functions will be done in a specifically designated area in respect for the non-smoking crew members. The intent of this regulation is not to penalize the smokers but rather to respect the rights of the non-smokers and those who have an allergic reaction to tobacco smoke of any kind.

SPECIAL NOTE: These regulations have been utilized within a chapter since 1988 and have been very successful in chapter operations and behavioral guidelines. Since these regulations have worked so well within the chapter it was decided to utilize them for the UFP Starfleet Command.
